b. The Chinese Secretary, as Head of the Interpretation Department, shall have power, whenever the exigencies of the Public Service necessitate it, to call upon any "Interpreter" or "Clerk and Interpreter" in the service to give occasional and temporary assistance as Interpreter in special cases in Court or elsewhere, due regard being however had to the convenience of the department to which such "Interpreter" or "Clerk and Interpreter" belongs, and the latter class of Interpreters being as far as possible taken away from their clerical duties in their own department.
